HSE Expert (Construction Project)

The HSE Expert is responsible for supporting, monitoring, and improving health, safety, and environmental performance across all phases of a civil construction project, from demolition, excavation, and deep foundation works through structural activities, MEP works, finishing, commissioning, and project handover. The role exists to ensure safe execution of site activities, compliance with project HSE requirements, and constructive coordination with contractor HSE teams. Due to the project sensitivity, the position reports directly to the HSE Manager and provides active oversight of contractors’ HSE performance on site.

RESPONSIBILITIES:

• Monitor HSE performance across all construction phases including demolition, excavation, shoring, concrete and steel works, temporary works, working at height, lifting operations, hot work, confined spaces, MEP works, finishing, testing, commissioning, and handover.

• Conduct daily site inspections, identify unsafe acts and conditions, issue corrective actions, and follow up until closure.

• Supervise and coordinate contractor HSE teams to ensure compliance with project HSE plan, method statements, risk assessments, permit-to-work requirements, and legal/company standards.

• Deliver practical HSE trainings, toolbox talks, inductions, and behavioural safety coaching for workers and supervisors to improve the safety culture of the site.

• Participate in incident reporting, investigation, root cause analysis, and implementation of preventive and corrective actions.

• Prepare accurate daily, weekly, and monthly HSE reports, dashboards, statistics, meeting minutes, presentations, and follow-up trackers using MS Office tools.

• Support emergency preparedness, drills, site access control, housekeeping, environmental controls, and coordination during high-risk or night-shift activities.

Qualifications:

• Strong knowledge of HSE requirements and practical risks in civil construction projects, including demolition, excavation, lifting, working at height, scaffolding, electrical safety, fire prevention, traffic management, and finishing activities.

• Ability to read and review method statements, risk assessments, lifting plans, permits, inspection checklists, and contractor HSE documents.

• Proven ability to communicate constructively with workers, supervisors, contractors, and project management while maintaining professional authority on safety requirements.

• Project-oriented mindset, resilience under site pressure, ability to work in night shifts and changing project schedules.

• Training and presentation skills for different workforce levels; ability to influence behavior and improve site safety culture.

• Computer literacy and ability to prepare professional reports, Excel trackers, statistics, dashboards, and PowerPoint presentations.
